Card decline code
issuer_not_available: Issuer not available
The card issuer could not be reached to authorize the payment. It is an outage, not a problem with the card, and normally succeeds on retry.
What issuer_not_available means
issuer_not_available means the bank's systems did not respond in time.
Stripe recommends attempting the payment again, and contacting the issuer only if it keeps failing.
Should you retry the payment?
Retry within a few hours. Outages are usually short.
How to recover a subscription payment declined with issuer_not_available
- Retry the payment after a few hours.
- Only contact the customer if several attempts fail.
What to tell the customer
Usually not needed. If the retries also fail, say their bank was not responding and offer a card update link.
"Hi Sam, your bank didn't respond when we tried to collect your $49 Acme payment. We'll retry automatically, but you can switch cards here if you prefer."

How Revnio handles issuer_not_available
Revnio records issuer_not_available on the failed payment, follows your retry schedule (by default 1, 3, 5 and 7 days, adjusted for the customer's value and plan, and moved to weekday business hours), and emails the customer a secure link to pay or update their card. WhatsApp (Pro plan) reminders follow if the email is not clicked. The Insights page shows how often each decline code recovers for you. On Paddle, Paddle runs the payment retries itself and Revnio handles the customer outreach.
Decline codes are returned by the card issuer through your payment processor. Code names here follow Stripe's; Chargebee and Paddle surface the same issuer reasons with their own wording. Last reviewed 2026-10-15.
